When an offender is sentenced to forced labor in the courthouse, it is not the judge who decides what exactly to do to the offender – it is done by the State Probation Service, reports TV3 News.
First of all, there is a conversation – the convicted person’s skills, abilities, and education are found out and, accordingly, they find a job and an employer. The probation service has signed contracts with 900 companies, state and local government institutions, associations.
“We’ve had a person with certain skills help the NGO set up a website. There has been a person with appropriate skills who fixed the wiring in a social care centre. Work in libraries, museums, cultural centers,” says Ilona Linde, deputy head of the State Probation Service.
For example, last year, out of 6,163 people who were sentenced to community service, 1,267 were assigned a place of execution according to their professional skills.
Having caught that a person does not really perform community service, the Probation Service applies to the court with a request to change the punishment to a much harsher one.
