On March 22 of this year, the officials of the 4th Department of the Organized Crime, Serious and Serial Crimes Combating Department of the Main Criminal Police Department of the State Police completed the investigation in the criminal process regarding possible sexual crimes against minors and minors. Namely, a 15-year-old teenager at the time encouraged two girls to make pornographic materials, which were later sold to third parties. The aforementioned teenager was detained and recognized as a suspect.

In 2021, the State Police received information from the management of an institution in the Vidzeme region about possible criminal offenses against the morality and sexual integrity of minors. The law enforcement officers, responding to the received information, started criminal proceedings.

In the pre-trial investigation, it was established that a 15-year-old teenager at the time, using threats and being aware that one girl was a minor and the other had not reached the age of 16, managed to get the said girls to make nude photos and video material in which the girls are seen naked, with the aim of selling these materials to third parties. The teenager promised to pay the girls for making this type of material, which she did not do. The girls sent the prepared materials to an acquaintance of the suspected teenager.

In addition, the teenager, in agreement with the minor’s acquaintance to whom the material was sent, as well as her minor friend, obtained information about their current accounts, payment cards, Internet banking and their access passwords, after which the account numbers of both girls were given to customers to transfer to them money for nude photos and video materials made by the teenager herself. After receiving money from customers and verifying the crediting of the funds through the internet bank, the suspected teenager went to the nearest ATM in order to get the money at her disposal, where, using the girls’ payment cards, she withdrew the funds with her own hands.

Illegally using the payment cards of the two minor acquaintances, the suspected teenager received approximately 500 euros in 76 transfers from a total of 25 customers for the sale of manufactured materials.

The aforementioned teenager has been recognized as a suspect in the commission of criminal offenses provided for in the third part of Article 166 of the Criminal Law (on inciting, involving, forcing a minor to participate or use in the production of pornographic material), in the fourth part of Article 166 (on inciting a person who has not reached the age of sixteen, involvement, coercion to participate or use in the production of pornographic material) and the commission of two criminal offenses provided for in the second part of Article 193 of the Criminal Law (for the illegal use of a foreign financial instrument or means of payment).

After obtaining a sufficient set of evidence and carrying out all the necessary criminal investigation activities, on March 22 of this year, a decision was made to transfer the criminal case to the Prosecutor’s Office of the Riga District Court for the initiation of criminal prosecution.

The State Police reminds that no person is considered guilty until his guilt in committing a criminal offense is proven in accordance with the procedures prescribed by law.
