Russian citizens who failed to register for the Latvian language test by March 24 of this year will be able to do so from June 1 to June 30, while the national language test will be available from July 1 to August 13. It foresees the amendments adopted on Tuesday to the “Regulations on the extent of knowledge of the national language and the procedure for testing the national language proficiency”.

The person will receive the results of the examination on the seventh working day after the examination, and he will have the right to submit a challenge application within one month from the day of receipt of the results.

If necessary, Russian citizens will have to register for re-examination from August 1 to August 31, and take the re-examination from September 4 to November 30.

The mentioned deadlines are determined taking into account the amendments to the Immigration Law adopted by the Saeima in April of this year, which stipulate that the State Education Content Center (VISC) must submit to the Citizenship and Migration Affairs Department by September 1 information on Russian citizens who have passed the test at least once, as well as for those who have been re-examined by November 30.

According to the information provided by the Ministry of Education and Science, only 8,131 Russian citizens registered for the national language test from February 1 to March 24 of this year. It was previously estimated that the language proficiency test covers 17,865 Russian citizens.

The requirement to test the national language for obtaining a residence permit basically affects those residents of Latvia who at one time chose not to acquire Latvian citizenship, but to accept Russian citizenship.

Analyzing the data on the results of taking the test last year, it has been established that approximately half do not pass the test at the required level and grade. Therefore, out of 8,131 persons, it is expected that approximately 4,000 will register for a re-test of national language proficiency.

In order to facilitate the submission of applications for registration for the test, in the future, registration for the test will be provided only electronically or by mail. The application form for registering for the test is available on the VISC website. On the other hand, from January 1, 2024, it will be possible to register for the test using the e-service portal “Latvija.lv”. Until now, a person could only submit an application for the test by coming to the center in person.

For those Russian citizens who have received a permanent residence permit and will not provide a certificate of mastering the national language or a certain re-examination by November 30 by September 1 of this year, the residence permit will no longer be valid after September 1.
